SOLVED***!! Once the stick is icon is cleared in the system tray (allowing the modes to be recognized) this works ... This is the critical step. ONLY assigning M2&M3 as mods NOT M1. Also ensuring all controls you want to be universal in all modes are added (EACH SEPARATELY) with the modifiers. So, ESC for eg. needs to mapped on keyboard then again with m2, then again w m3 and so on. Applies to both stick and keyboard.

" I have the x56 and use the modes for DCS World. Here's what I do:
Under the controls tab, I first add M2 and S1 as modifiers. I DO NOT create M1.
My "normal" M1 settings (with no modifier) is for flight/engagement.
M2 is for take-off and landing.
S1 is for miscellaneous controls.
When you start playing or when you come back from hitting the ESC key, it automatically starts in the normal position. If you use the M1 mode you would have to turn to it to use it. So if you leave it alone then just assume it's M1.
In order to get to M2 or S1 screen you need to turn to it before inputting the command. For example, you have it set at M2 and then you hit ESC to adjust controls or options or something. When you resume the game, the controls are automatically back to no modifiers. So you will have to twist the mode up or down then back to M2.
IMPORTANT: The mode modifiers actual modifies ALL inputs, including keyboard. You will have to add the command with modifiers. For example, I can't remember where "active pause" is located so let's just assume P. "Active Pause" is important throughout the game so you will go to adjust controls, search for "active pause" click on the keyboard binding, and add the same "P" with the modifier M2. That way it will work throughout the modes. I bind all settings, including stick and throttle axes, to all modes."
