I have the issue with the newer modular dedicated server. I switched to it because of the "bin-mt" bug of the legacy server.

Similar issue here, before 2.9 it was no problem to run the server as a background service started via the windows task scheduler with the option "Run whether user is logged on or not". Now the process gets stuck and fully loads a processor core.
