I'd say that, regardless of "money no object", it's also important to have "notion of priorities and needs" and "common sense".
And in that matter (of common sense) the Nvidia RTX 5090 32GB is everything but - it's a nonsense halo product for a select few (like buying a Ferrari if you're a car enthusiast), with a horrible price tag even if considering the high performance and big VRAM.
And, no less important, the possible reliability issues with the very controversial 12V-2x6 power cable/plug.
The AMD RX 9070XT 16GB is currently the "best purchase" overall, considering the current market.
It's a good choice if gaming on a 1440P or 4K resolution screen.
The downside with it - or any AMD GPU for that matter - is that if you're considering going VR later it won't be the best choice.
The Nvidia RTX 5070Ti 16GB and RTX 5080 16GB are better choices for DCS and especially for VR (but at higher prices), so could be better purchases in the long run.
Regarding the VRAM - a GPU with 16GB VRAM is enough for DCS in general but, depending on module+map combo (if in MP) and if in VR or 4K screen at high/max settings, that limit can indeed be hit.
Unfortunately, the Nvidia RTX 4090 24GB is no longer produced and sold. That one is, pretty much, the "perfect" DCS high-end GPU - ironically so, as it was once so criticized but later became "the last great Nvidia release".
I'd say to not wait for the Nvidia RTX 60 series, as they won't be out before 2017.
Likewise, and for those waiting for the rumoured Nvidia RTX 50 SUPER series (refresh of the current line up) with higher VRAM, also notice that these are now in the back burner - postponed, if not canceled - due to the ongoing memory price hike.
Treat yourself with a GPU right now, as prices are expected to increase and stock to decrease (again) in coming weeks for an unknown period.
BTW, if that system is aimed for gaming, and not productivity, for the CPU I'd seriously consider the AMD 9800X3D instead of the AMD 7950X3D.
These are good suggestions.

Hola. Copiando la carpeta principal de DCS al otro disco y ejecutando el juego desde ese nuevo disco debería funcionar perfecto.
La configuración/misiones/mods/etc se guardan en C:\Users\*tu usuario*\Saved Games\DCS.

No, I own Sinai and Persian Gulf. PG is a nice map but it doesn't have the variety Siria has. And Sinai, well I bought day one and it was half baked for more than a year. Now it's in a decent state, but I won't be buying OnReTech maps anymore.
Iraq of Afghanistan maybe down the line when they're in a better shape. There is considerable map fatigue in any case.

Adding to the advice above, which I agree with (Intel for gaming makes absolutely no sense right now) I'd say a PD of 1.5 is way too optimistic and well into placebo land. In my experience, and others of this forum, when going above 1.2 or 1.3 you rapidly start to see diminishing returns. Your mileage may vary.
And absolutely, get 64GB of RAM.

That is caused by DLAA, and DLSS only makes it worse.
You can "fix" it by using other anti aliasing method, like TAA or MSAA.

Your mission seems to have two problems:
- Too much speed. The AI logic somewhere decides it doesn't have enough fuel for what you're asking so it aborts the mission and lands on the nearest base available. Reducing speed to a more comfortable .76 Mach seems to make the AI happier.
- Initial attack point too far from the target. Even when you check the "visible" option, so the TU-22M is technically seeing the carrier, somehow it decides it's too far to engage. It's very frustrating because there's no feedback from the AI, so you don't know why it's not doing what you want it to do. Just trial and error.
I just set a lower speed for the TU-22M and put waypoint 3 around 50miles from the target.
Test how it goes.

There you can see the route. You have to copy the mod on the Saved Games folder, not on the mail install. Your folders will have other names of course but the important part is Saved Games\DCS folder (whatever its name is)\Liveries.
That folder pointed by the arrow is named "default" when you download the mod. Just change it to "english" and it should appear on the droplist inside the game to select the custom cockpit.
You have to do the same for each F1 variant (CE, EE, BE).

Have you tried reducing the FoV a bit? It depends on the general shape of your face but you probably can cut it down to 90% or a bit more without noticing the difference. That's a good chunk of pixels you can save.

That is undervolting done wrong. The idea is to slightly limit the power so it runs cooler without a noticeable effect on performance.
I don't own one of those monster cards, but my 4070ti Super goes 8-10C° and around 50W below with undervolting. And I can't tell the difference unless I look at a benchmark.
There is absolutely no point in purchasing a 5090 only to take out ten percent of its performance.
