Seems fine to me. The aircraft is fast. It could out accelerate an F-4 to mach 1. It had great thrust to weight ratio. Unless you have evidence to the contrary, this is just your uninformed opinion.

Razbam themselves very probably didn't just made up that information. They, much like the OP, must have had a source. It's a matter of seeing who is mistaken. Could be bad interpretation (of any parties), different versions of equipment etc. About this aircraft deserving better, I think Razbam has been doing a good job. It had a bad release, but the most blatant mistakes have been corrected. Currently they're paying attention to their first two modules, but simple as it is, once they start looking into the mig-19, it won't be long to sort out the remaining problems. Maybe Razbam could comment on this?

If it does come in the future that would sure be nice but right now there's quite a few things in the mig-19p in need of looking at as it is. I think development time should be put into that.

What altitude? Does it go away if you pull the nose further up? Does it persist using the "low altitude/ground clutter filter" mode 1?

Manual suggests that IRL if you adjust frequency without being in antenna mode you would be damaging the system. If the mig-15 lets you do it, then it lets you do the wrong thing.

Brazilian Skyhawks were bought from Kuwait in 97, and some were modernized with all you mentioned plus new Israeli EL/M 2032 multi-mode radar, onboard oxygen and energy generation systems. Razbam gave us the best variant of the mig-19, with radar and decent missiles. I would find it more productive if they gave us an AI opponent (say, the F-100), than giving us a less capable variant. But yes, I agree, should be finished first. Currently, oxygen, pressurization and part of the electric system need implementation/improvement, and keybindings need an extensive review as per the bug section.

KS-13A missiles being available as a payload is a bug. Use R-3S missiles instead.

Also, ailerons ripping off has been fixed (as in they can take a little more abuse) in open beta apparently, I can't test fly at the moment.

Isn't the rest of the wing behind the wing fence? Ailerons are mistakenly too easy to rip off at the moment and there's a fix incoming as far as I know.

Just a shot in the dark here, as I don't have this problem. Have you tried turning off electric power on radio altimeter? Or in special options using static return? Try turning off electrical power one system at a time and see what's causing it.
