Please read the original post, what capthaltli is asking. He wants the deck lights to remain on regardless if you contact the tower or not.
And yes, you can trigger the airfield's lighting system by using the radio.
I wouldn't call it a bug, but rather a feature, depending on the airfield.
Some airports turn off their PAPI lights at a specific time of the day, but the pilot can turn on the lights using what's known as PCL (Pilot controlled lighting), which triggers the lighting system through the mic. This is especially true when the airfield lacks an ATC or control tower, so the pilot can turn on the lights using the radio when necessary.

Reading today's newsletter I saw ED mentioned the JHMCS, AFAIK the Viper's HMD is called HMCS instead, same as the Hawg, the Scorpion HMCS.
But anyway, Viper will feature all the good stuff, GE engine, HMCS, guided bombs, Sniper pod, oh boy! :D
Yes sir, some mods such as the Huey sound mod (as you can see above) I always used isn't working anymore, the Mustang terrain mod is working, however, as well as the 476th target mod.
So I've been having some issues with OvGME (I never had any, to be honest), but I messed up with the Windows permissions and now some mods cannot be installed, while some other mods work well. See the image below to see the error I'm seeing.
Does anyone have a clue?
This became an issue after ED implemented that memory unloader, when trying to solve the issues related to RAM.
I have a feeling that DCS is really bad at managing memory if you have less than 12gb of RAM.
