So, being Warchau-Pact all equipment were provided as an unified USSR to defend themselves. This also answer your L-39 question, the trainer was developed as a Warchau-Pact basic/advanced trainer, no matter where it originated, as long as it was part of the Soviet Union / USSR / Warchau-Pact. That's why it is usually referred to as a Russian plane, as Russia was the big boss of the the USSR/Warchau-Pact.
