After a fresh Windows11 install, the blinking is gone. So, it could have been... everything.
Maybe it was the in the BIOS disabled internal GPU of the Ryzen7950X3D, which I deactivated after the last windows install. Maybe there were some driver files left, somewhere. But who knows.
