Put this together and posted on Reddit, thought I'd drop it here. May help out some peeps. With these settings, I have a CONSTANT 36 FPS (per eye), no screen tearing, crisp displays and no jaggies on a laptop.
My PC specs: MSI Vector GP66, 3070Ti (no over/under clocking), 64 Gb Ram, i7-12700H, DCS on WD Black SN850X. Running Quest 2 at 72Hz PD 1.2.
After DCS main game updates, I do a CLEAN, followed by a SLOW REPAIR using DCS Updater.

DCS Config Settings
Add to DCS.exe Shortcut after the " --force_enable_VR --force_OpenXR (may not be required, doesn't hurt)
1. In Graphics.lua (main DCS install)- change lodMult = 1.0; TO 0.5; in all distances (Ctrl F + lodMult)
2. In Graphics.lua (main DCS install)- change around_camera = 50000 and around_objects = 10000; TO 0 (zero)

Lastly..
1. Turn off HAGS (hardware accelerated GPU scheduling). This is a standard setting in Win 10, but not in Win 11. I changed a registry entry to turn it off.
2. Disable Hotplug in DCS controller settings
3. Delete FXO and metashaders folder contents. Restart game, join mission and just look around to rebuild shader files etc. Cycle the F# views, and fly for a few minutes looking everywhere (over wings, up, down etc). Each new cockpit and terrain will need new shaders rebuilt as they have been deleted. I have a mission with my primary flyers on my primary map to help rebuilding the files quickly. Just jump to a new cockpit every couple minutes.
4. Exit, restart, and fly mission. Should be G2G.
