[1.5.4 OB] Rearming does not replace drogue chute

Added rearm functionality for parachute (may change after ECLAIR implemented, ECLAIR incompatible with parachute)

 

Looks like the changes/fixes to the loadout functionality may have undone this fix? Seems like you don't get the parachute re-installed after rearming anymore.
