[RESOLVED]Blue phenomenon

I have problem. There's a blue bar appear on the map, and in part "options". Like in pictures...

 

What is this about?

do you have any modifications installed?

 

I would suggest removing any user modifications and running a repair to see if it solves the issue

its default instalation.Long time do not use more any modifications. I'v was try "repair", unaccess. :(

 

Now I'm trying reinstal GPU driver...

try adding dcs to your antivirus whitelist, and running as administrator it may help

if that does not work manually delete the skinME folder and run a repair
