For example in NAV mode all your controls could be dedicated to flight, nav systems, refuelling, landing. Switching into, say, BVR mode those same controls can now be mapped to things like radar and weapons.

I believe you can already use joystick buttons as modifiers, would that not achieve the same thing?

Mode 3 - pre-flight and take off

Mode 2 - flight

Mode 1 - combat
