Question re: high altitude throttle response

The higher you go in the MiG-15 you increasingly lose the ability to throttle down the engine.

 

In this video you can see the throttle controls indicator is at zero yet the engine revs remain practically constant.

 

 

That was up at 50,000ft but the 'problem' manifests itself much lower and only becomes more pronounced as you climb higher. Throttling up doesn't seem to be affected (see 2:00).

 

Is this normal behaviour?

With altitude increase and pressure decrease idle engine rpm increases, this is normal

 

besides, the mig has a lazy engine response anyway
