NDB signal should not pierce terrain

I've just been flying low in the canyons and one thing stood out as very unrealistic is that I could hear Morse code / see the needle pointing to the NDB no matter what the distance was nor the terrain obstructions. This is modeled much better in other modules (Mig-21, Huey).
