Right now I'm trying to make a Logical Button exist in more than one Shift State, but not in all of them, so I can't select OFF in the button shift layer and if I select one of them, it will only exist on that one. I believe any button not assigned to a shift state will always work UNLESS a shift state is programmed over it

Try this:

Let's say you have Physical Button 12 mapped as logical button 12 (to make things easy), no Shift state selected

If I understand you correctly You want that button to have the same function in S1/S2/S3 but not be functional in S4/S5 (or whichever shift states of your choosing)

Then simply assign that Physical button a different logical number (13 and 14) as well, then assign 13 and 14 to S4 and S5, but do not keybind these in DCS
