At the time of the announcement there was also no Terrain Development Kit available from ED as far as I know. It's definitely available now though. No, there has been a lot of discussion and speculation about it over the past few years in the forums here. You should be able to dig up the threads via the search function if you're interested in, but so far there is no official word on the type of theater. Some really cool fictional scenarios can be fought over the Falklands. Considering that the Falklands is in the Atlantic Ocean there is no reason to not believe that a CV couldn’t have gotten involved in the conflict.
