It still needs a decent fast CPU, you cant skip one for the other.

 

 

It's rather that you need both from the top shelf.

Its a changing thing. When a Über-GPU ( hypothetical ) arrives for X-Mas, 5xfaster than any Nvidia, labeld DCS-GPU, you will find yourself CPU locked

or in the need of a 8k screen to use that raw power.

 

 

If, on the other hand, DCS-CPU with 15GHz arrives at X-mas, with an even better IPC, you'd be GPU-bottlenecked. Where to with all this power ?

 

 

In reality, it works the same way just with far smaller differencies between the partitions, but still the same scheme.

 

 

As technology evolves and API's come and go, you will eventually see a CPU or a GPU bottleneck, in very rare situations there is a balance where the CPU is just powerfull enough to feed the GPU, both at 98-100%. This is so rare it is non existent in RL. If it was, any hiccup would be a desaster and toutenglisse's wisdom strikes, it would be a drawback. Too tight to work properly. Too sensitive for disturbencies is maybe more adequat.
