But lets say 2 3rd parties wanted to do the same plane, or redo an existing plane (unlikely I know) how would that work? Does the Dev just announce, we're doing plane XYZ? I know there are some restrictions or more accurately "sensitivities" on 4th gen red air. But otherwise, does the dev just goto ED and say, hey we wanna do plane X, and ED says "go forth" or nah, some other dev wants to do it, or we are gonna do it? When Razbam first announced MiG-19 and MiG-23 to the public (apparently without consulting with ED), they were denied MiG-23 because it was planned that another party will make it. Since "everything is subject to change", Razbam got the green light on MiG-23 eventually, but it pushed its development back.
