"Hold Position" on Taxi Request - ED Issue

I'm not sure if this is new,nor specific to the AV-8B, but it's the first time I recall seeing this.

 

I'm starting hot at Kobuleti with a KC-135 starting on the runway. As soon as I'm in the cockpit I request to taxi, and ATC says to "hold position".

 

1. This makes no sense, because I'm about 2 minutes taxi time to the runway threshold, so there is no reason I ought not taxi -- there are no other A/C on the field.

2. Once the KC-135 has taken off, ATC says I may proceed to taxi, but not to where. I have to request to taxi again to be told to which runway to taxi.
