I had a radar lock at 23.2 miles. All of a sudden I was only visual and couldn’t get a lock on again and was shot down. Why did the radar lock just drop. The same mission earlier I was right on a mig 29 at range 8nm and my radar lock went to a flashing lost. I have spent hours upon hours trying to beat the mission.

You normally lose lock when the target either beams you (that means they fly directly perpendicular to you, and so your radar can't pick them up as it filters out returns that aren't flying towards/away from you with some speed), or the target puts terrain in between you and it.

At 23 miles, he may have started jamming you. I’ve noticed the same, can’t hold a lock at range but I usually burn through and get a stable lock around 20 miles.

 

At 8 miles, I’m not sure, should be burnt through by then.

You weren't being jammed, and no you can't jam others. Radar jamming has not yet been implemented in any way for the F-18 module, that will come later in Early Access. As others have been saying, you probably lost lock because your bandit turned 90 degrees to the left or the right and notched your radar. If you don't know what that means, this video is for you:
