How to get any damage from RBK cluster bombs?

I have been trying all combinations of RBK cluster bombs (AO, PTAB, 250, 500, etc..).

Even if I'm spot on a bunch of targets (soft and hard), I don't get any damage, not even like 5% damage like I get when I have a FAB 250 land a few meters off the target.

My speed is between 500 and 600 km/h and altitude around 2000 meters.

Am I doing something wrong here?

Yes you are way too high. RBK has three seconds after release before they open. This means spread depends on altitude,

Go as low as you think you can to still achieve the spread you need. The more concentrated the bomblets are the more damage
