It'd be nice if there was an offline tool you could use to set up controls across planes without having the sim running. would be nice for me, wondering if anyone has heard of such a thing.

Yes, it can be done if you use your Hotas command binding utility instead of DCS (of course, I'm assuming that your Hotas do have such an utility). On my case, I use the Thrustmaster software for my Cougar Hotas and it works fine, I only have to assign the axes within DCS, everything else I bind on the TM utility.
