Entering a popup point does not define the corresponding target waypoint

I've discovered this issue while playing the Mjolnir response campaign mission 5, as its briefing quotes the following section of the manual (page 258 of RC2 manual):

 

A popup point (U) is defined by entering the direction and distance from the popup point to the target waypoint with three digits(digits 1,2,3), and distance in whole kilometers with two digits (digits 4,5). Confirm by pressing the relevant waypoint button. Doing so will define that waypoint as a target waypoint if not done previously.

In the current stable version of DCS (2.5.4.30386), entering a popup point does not define the corresponding target waypoint. You HAVE to define the target waypoint first before defining its popup point.
