I also think the TACAN icon maybe needs to be in view on HSI screen for the TACAN course to appear. Make sure you try the Course swith and not the Heading switch. Not sure, but might try to un box that, see if it allows for course line adjustment. Making the assumption that you have the proper option(s) selected via UFC, in terms of: T/R, A/A, RCV, X, Y .... What airfield are you trying to use TACAN for? Not all have it. Could simply be that as the issue.
