Best one would be a free one ;-) and a USB connection possible with Ipad (use of Mobile network blocked the UDP port for connection) I know it's a lot, but right now i only founded SDVFR but with pay module to use Mbtile charts ... and not on USB only with IP adress... Don't have much time to give you a walk through how to set one up, but Google is your friend. Some apps on Android can receive GPS information that way, like Oruxmaps. No idea if they are anything for IPad.
