Engine RPM only goes to 88% when in land.config.

Engine RPM only goes to 88% when in land.config.

Latest OB.   Land.config (full-flaps, gear down) eng.RPM only reaches 88% with full throttle. Makes it hazardous to land. Half-flaps full throttle, RPM goes to AB.
With SPS active the nozzle is still opening like AB is running and not remaining closed like when AB disable switch is flipped. Flying at MIL with the nozzle in the wrong state will reduce thrust a lot.
