No, the actual VLS only can replenish docked on harbours or resguarded bays with assitance of specialized replenish ships. In the 80 and 90s, UsNavy intent implement cranes to reprenish VLSs on sea, but has very dangerous, all was retired. The same situations has with big antiship missiles, only capable on docks with specialized tools, on the 60-70, some Soviet ships (Project 58 [Kynda], 2 units of Project 1143 Kiev class) was equiped with recharges, but that take near 30 minutes to one hour replenish a rail launcher, was depleted on the 80s. Some medium or small launchers as RIM-7 / RAM, etc can replenish on sea.

Unfortunately no, there aren't any ships in DCS that can act as replenishment vehicles like certain ground vehicles can.

That and the whole logistics aspect when it comes to ships is completely absent, and for the rest of the game it could do with improvement.
