correct as is SH60B loadout bug

The SH60B by default can't be loaded with anything (it'd be ideal if we could add 2*AGM114s as IRL, but that's not the issue I'm reporting).
When "Payload restriction" is selected, "Empty" loadout field changes to AGM-119B Penguin ASM under pylon 1 (not visible on the helicopter).

I have no such issue.

1. I start DCS and open the mission editor.
2. I place a SH-60B unit somewhere, then open its payload menu (pauload restriction is unchecked).
3. I right-click slot 1 and hover over AG Missiles: the Penguin ASM shows up.

This is what I see when I click the payload restriction button.

WIthout restriction it's fine as it shows empty.

Yes, this is perfectly normal. I think you misunderstand the purpose of the "payload restriction" page. The "payload restriction" feature lets you allow or disallow the placement of different weapons for each weapon station. In this page, each line contains one weapon.

Here's an example starring the A-10A:

Now, what's happening to the SH-60B? DCS only has one weapon for it. This is why you're seeing only one line.
