Have you assigned the PNL rotory on the TO panel to a lighting control in the aircraft?

No I have not. It seems to do this regardless of what aircraft I fly and haven’t set the binding in any of them.

So you have set Sync to DCS? If you have then bind a rotary in the cockpit

I have the same issue. I like for mine to stay on all the time and so just set mine to "Setting." Regardless, the lights turn off when exiting DCS and moving the slider will turn them back on. It's a bug after the last update as the OP indicated. I , literally, changed nothing else except the update. I expect the same for the OP.
