After selecting "nothing" in cloud presets you can use old settings for cloud layers, fog and precipitation, or even load old presets.

Yes. The only dynamics in new presets is that they move with wind.

You have to test yourself. I don't know its state rn.

New clouds can provide you that with limited control.
