Dcs module manager is it the same as OVGME

The module manager is used for managing official mods.

OVGME is used for unofficial mods.

Not really, the DCS Module Manager can only disable/enable unofficial Mods, it can't install nor delete such Mods, the items in red do not work with them, for me, it is better to use OvGME, much more flexible as I can enable/disable User Mods in groups, say all Mods required for a certain mission. It can also disable all Mods with a single click, like before a DCS update.

Agree! 👍🏻

I do understand that some people find it a little more cumbersome to setup, but it's actively developed by the same creator as for OvGME, and the code is on Github. 😉
