VR performance bug? Normal? Thoughts?

I was playing around with graphics settings earlier today, but I was finding that changing this or that setting wasn't really making any difference.  So I sort of went for the "nuclear option" and went from fairly high-end aggressive settings to the "stock" built in VR one, which resulted in a lot of reductions on the graphics settings, BUT....

Basically didn't change the fps by even a smidge.  Which is what confuses me.

If it matters, I was in the "Supercarrier Cold Start" mission, cold and dark on deck, and my computer is an i5-10600K OCed to 4.9GHz paired with an RTX2070 Super also carrying a pretty good overclock, 64GB of memory, and not a single spinning disk in sight.  Notably, I turned off the CPU OC and the frame rates still didn't budge.

No matter what I did (with one exception, that being anisotropic filtering, which I thought wasn't supposed to make a difference, but does) I was humming along at roughly 24 fps, which my brain tells me should be a slideshow, but was not, though there were a not insignificant amount of stutters.

Is my experience even remotely "normal"?  I'm a noob to DCS who hasn't even managed a single carrier landing (yet!), so I have no foundation upon which to base any opinions on, and while my system isn't the best money can buy, it's not in any manner a slouch.  However, compared to what was available when DCS and the F-18 was released, it's way more powerful than anything that existed outside of a lab at the time, so I would expect it to perform quite well even completely maxed on the settings.

Coming with 2.7.11 I've heared a lot of issues in VR , combined with Steam.

I was told that OpenXR would not cause that problem (Guide:

It’s the island from the carrier, if you let out the island from from your FOV you’d FPS will look good

@KevyKevTPA   well that is fine when nothing is around but once you get into multiplayer and a full map things will get bogged down.. you might want to try getting dialed in with a more active mission and fly where there is action..
