strike targets that benefit from new bomb penetration attributes?

There are a few bombs that feature penetration warheads (gbu-24, variant of gbu-31 etc.) and according to nineline, bomb penetration is already in the sim.
I just don't know on what kind of targets those would have an effect though... (?)
Hardened aircraft shelters come to mind, but i think it's not possible to place objects inside them in the editor since they will always spawn on top of the shelter. Any ideas on how to build a strike mission where bomb pen actually matters? thanks.
