Just like it says...It seems it hasn't been updated for years.

Was updated on 2020, check that you are opening the new version instead of the old one, its name is "DCS User Manual EN 2020"

Mine (E version) was last updated on 16 June 2021, that's 2 years ago. so it does not cover ME's new weather, map drawing tools, passwords for client planes etc. Not that I'm complaining (much), but I think not updating a great game like DCS is doing it a disservice because people can't easily discover the latest and greatest.

Yes, I know ...  its just that the OP's expression "hasn't been updated for years" seemed a bit exagerated to me.
