The issue is right now DCS isn't set up for mines - in terms of damage models, weapon modelling and graphical effects(-ish, the current old splash effect would probably be sufficient). In general submerged warfare (be it mines or anything submarine related) basically doesn't exist beyond gyro-angle torpedoes and the whole naval aspect is probably one of DCS' most lacking. They're making slow but steady progress in this regime. Torpedoes are here (even if a little buggy for now), subs are there and can dive already since some time now, ships attack stuff... it's getting somewhere.
