fixed Submarines fly instead of submerging when given negative altitude in script.

The script       Group.getByName("Naval-1"):getController():setAltitude(-28, true, "")        causes submarines to fly instead of dive. A positive altitude number does nothing. I can only make the submarine surface or fly.
