Why do some mods replace modules?

Just wondering why some mods, like the f22, don't replace modules but others, like the f-16 sufa, do?

Why can't we have multiple mods of the f16 or others?

Probably because the Sufa mod does use the F-16 extensively compared to what the F-22 uses, (F-15, an FC3 module), I guess.

But why is it different using the FC3 modules? They both have flight models and avionics that a mod will use
