fixed Radar Elevation 1st & 2nd Detent keybinds Bug

When using the new keybinds with, for example a two stage Trigger, you have to completly reset the Trigger in order for the 1st detent to register again.
So 1st detent to 2nd detent works, but 2nd detent to 1st detent does not. You have to also release the 1st detent in order for the game to register it again.

This behaviour can be replicated when using normal buttons or keyboard binds instead of an 2 stage trigger.
