Sight reostat for target reticle and moving pipper affects only outer ring

Hello,

as you can see in the attached picture, the brightness reostat for the target pipper reticle is only affecting the outer ring, the center dot stays bright, regardless of the setting. You can see the outer ring dimmed, the center dot is not.
