Ive tried a repair and I've tried other planes
Nothing seems to be the issue but since this latest update Im not able to actually tweak or assign axis to any planes
I click Axis Assign and Axis tune and nothing happens at all

This prevents me from binding new planes as I cant assign axes

Try to rename your DCS folder under Saved Games, as backup. Start DCS with completely fresh settings and see if it is fixed. If yes, there are some corrupt settings somewhere.

I have a similar problem and not sure if I'm able to explain my self correctly:

the Break Axis of my TMRP seem to believe it is a joystick axis: so, when not pressed, it is in full zero, but the moment the axis moves, it jumps to 50% and then goes up as normal.
Is this a control bug?

Loud and clear. You need to set ALL axis that are not x/y as sliders. Brakes go from 0 to 100. Not from -50 to 0 to 50. Understand?
And, you also need to invert brake axis.
