I was actually thinking about giving up, but playing DCS in VR without jittering and stuttering seems to be THE big challenge of my summer.

My setup:
Meta Quest 3
i9-13900K
64GB RAM
ASUS ROG STRIX 4090
Windows 11 at maximum performance, freshly installed
tp-link BE550 6GHz dedicated for the Q3

Graphics settings make no difference; I don't have any FPS issues. The stuttering occurs at moderate and low graphics settings.

My most recent solution was to buy ParkControl Pro to unpark the CPU. That didn't make a difference either.
(I noticed during testing with the Link Cable that ONE core was constantly running at full capacity.)

I use Virtual Desktop; the most important settings can be seen in the video.

The mouse polling issue seems to be back, which I'm solving with a wired 250Hz connection.

Turning Game Mode or HAGS on or off makes no difference.

I've already tried closing all background applications. That doesn't help either.

I even tried the old NVIDIA driver, which is still recommended. That doesn't help either.

I excluded the whole DCS folder (and VD) in MS Defender.

I'm very happy to hear any suggestions for solutions.

I also find it interesting that ONLY the scenery stutters. The cockpit moves flawlessly, no matter what I do.

If you’re still having that problem you might want to add a report here and include your logs and DxDiag. It looks like they believe this has been solved, but it hasn’t.

I would suggest you start with trying Turbo mode first, RivaTuner second, and continue from there. 

I thought about making a YT video with some of these (once I have a better idea of what works and doesn't for different people/scenario's), but in all honesty - a point by point post like this checklist that people can scan through in 30 seconds to see what they have and haven't tried seems far more efficient than a 30 min youtube video that people have to watch to get through all the points. Hope this helps.

FWIW - Stuttering was introduced with 2.16. If this is your first setup the other thing you could try is rolling back to 2.14 and play until you get a good experience. This would eliminate the introduced issues with 2.16 out of the equation first so you can get a good experience.

@Alexified, can you drop your DCS log file here as well after replicating the issue. Is C:\Users\username\Saved Games\DCS\Logs\dcs.log (or text document named "dcs" if your Windows is hiding file extensions).

Also unpark your CPU cores (manual changes in power management) and add new entry no loading other modules:

I had 4090 + Quest, no any issue for me but Im using Link Cable (oryginal), not virtual desktop.

Terrain stutters have been happening forever. I can’t remember a time when the terrain *didn’t* stutter, if that ever happened - especially when looking to the sides (looking out front is fine). It stutters even when the game is locked at 90fps 🤷‍♀️

Lots of people have been complaining about it over the years, and started to believe it’s a limitation of ED’s terrain engine. Perhaps the introduction of Vulkan will fix it, who knows…
