Combined Arms vs. observer slot

Due to bugs after the DCS update, I was forced to reinstall everything and I came across the old fact that if the player does not have the Combined Arms module, he is not allowed to enter the observer slot to see the units on the F10 map. I absolutely do not understand why a player without CA is not allowed to see the units on the battlefield? The fact that he cannot enter them without CA is understandable, but why is he not allowed to see them on the map??? It is more like business mafia practices in an attempt to prevent the expansion of multiplayer to DCS as much as possible.
