The plane is going forwards at lots of miles an hour, so the jet exhaust is going that many miles an hour slower than if it were stood on the ground. It would ruffle your hair though. Yes, if that aircraft was on afterburner, it could actually hurt the person. Or if the exhaust was pointed at the person, for example if the aircraft were to pull up. Normally the danger area behind Jet engine is around 200 feet, keeping in mind this changes depending on the power setting and the engine of course. That guy runs a lot more danger from the actual aircraft tho, his head would probably disintegrate if he was hit by the F-1 taking off. While the Bucceneer Pilots in the FAA were trained to do it in a plane that was designed for LOW level [-50ft] at 500kts...
