Aircraft cannot spawn in HAS on many airfields

Although capable of placing aircraft (client/player) as takeoff from ramp at several different Egyptian airfields, clients are incapable of spawning there. It seems as though many of the hardened aircraft shelters spots are those effected. For example Kibrit, Belbis, and Jiyanklis are all effected by this. 

To reproduce:
- Place client aircraft (used both F-16 and F-15E) as takeoff from ramp
- Select slot

I agree.

It's the same with dynamic slots.

There are many airfields where we can't spawn with the C130J.
