Need help on the 2.1 new feature~

Hello, I noticed the 2.1 has a new feature so called

“ERROR PROBABILITY FOR RADAR-GUIDED MISSILES ON LOW ALTITUDE”

 

I've noticed that in the README file, but there is no detailed information on that. Does anyone can explain the exactly meaning of the feature?

Increased the error probability for radar-guided missiles (ARH, SARH, radio-command guided) based on altitude above ground. Currently the error probability increases from 300 meters to 0. Maximum error probability is at ground level for a target with minimum radial velocity. Error probability is reduced as radial velocity increases to 500 km/h. Above 500 km/h, error probability is minimal regardless of altitude.

What is the "radial velocity", and what will happen if "error" situation occur?

This translates to:

 

Shooting down a slow and low moving target with A2A missile is more challenging. Radar guided air to air missiles will miss such target more often then target that moves above 500kph or above 300m AGL.
