R-800 Rotary key assigment

I have been unsuccessfully trying to assign the key commands but when I push the assign button the MFD is what changes. The # 1234 for the begginning of each rotary assignment dose something else so how do U assign a combination of key strokes like R-1+LCTRL+LALT.

 

Or is there key assignment glitch.
