A-10 Program will not work

I have just downloaded A-10C twice. The program will not launch. I get a message that two .dll files are missing. One is a file named d3dx9_42.dll. The other is a file called ed terrain.dll. It could be related to the video card but I don't know for sure. Does anyone know what my problem may be? Any suggestions would be appreciated. Thanks :(
