If F-22 TAW looked like that the year it released, then technology wise, we would all have personal hover-boards by this time. It can be hard to tell, but I am guessing FSX and Photoshop as well. Look at the third picture down...that terrain definitely looks like Falcon to me, spruced up with a bit of photoshopping. If the terrain is indeed payware FSX scenery...it looks pretty crappy.
