I've seen some video of an F1 racing game that has really impressive rain effects on the windscreen and helmet visor. Indeed, could also be something that you can enable/disable in options, and it doesn't have to be a realtime effect either, that alone could save alot of FPS. Rise of flight has the best Rain effect I have seen in a flight sim. When they implemented it there was no change in FPS at all. It has some very cool effects where the rain drops roll the correct way depending on "what way up" you are. E.g. I cashed my plane and was upside down and the rain drops where flowing the correct way, "Up" my goggles. heh heh. They also streak more depending on speed and wind. Like it is now, it seems snow and rain particles is rendered without applying camera transforms first, making particles appear to move around when you look around. Nice plane on that gun... In real life it's possible to see "through" the droplets and not get distracted by them but without these additional features it's not possible and would be cool only for a minute after you would turn it off as it makes seeing outside unrealistically hard.
