Prophet_169th
Like a heatsink just falling off is an ordinary occurance. AMD implemented this type of technology. Notice how they use a Pentium 4, but not a newer AMD. Another stab by Intel to retain unknowing consumers. *edit* I had a friend who had a dual CPU mobo. I forget what chip, I am thinking celeron, but we were testing because 1 was dead, and we had a spare. The chip didnt just smoke, it cracked. Before windows even finished booting. We would test CPUs to see if they POST'ed all the time without heatsink. Never after that.

Raven (Elysian Angel)
Generally speaking water cooling makes your CPU heat up slower but also cool down slower. And yes, the temperatures should be lower, but it depends on the user case. For most people water cooling is overkill, and a quality air cooler will work just fine.
