Is there a way to reassign mouse functions like the scroll wheel?

I'm looking for a way to assign a different key/controller combination in DCS World to emulate the mouse scroll wheel. The reason for this is that I use an ambidextrous trackball next to my throttle to perform my mouse manipulation without removing my hand from the controller.

 

The problem is that the trackball doesn't have a scroll wheel, which hurts when manipulating certain switches in the A-10C (ILS frequency comes to mind), and makes things inconvenient on the map screen.

 

I was hoping to program something so that using a modifier along with the mouse Y axis would function as the scroll wheel, but there doesn't appear to be a way to do this in the interface. Is there a way to do this with the existing LUA files, or is there another alternative. The mouse is an older Logitech Trackman, so it doesn't have the middle button to use as a modifer in an external program.
